Agenda: Discussion of the Paella Reform Bill and its amendments.
The session is called to order. The first item on the agenda is the discussion of the Bill to Reform the Valencian Paella Recipe. The floor is given to the author of the bill.
Mr. Speaker, esteemed colleagues. Today we present a bill that seeks to democratize paella, a dish that belongs to the heritage of all, not just one region.
The current law, Act No. 42/2023, is excessively restrictive. It requires bomba rice, prohibits seafood, mandates real saffron, and only allows wood fire. This excludes 95% of families.
Our bill does not eliminate tradition: it preserves it as a recommendation while allowing accessible alternatives.
Mr. Speaker, this is an affront to our culture. Valencian paella HAS rules. If they want to make rice with stuff, they should call it rice with stuff. But Valencian paella is sacred.
As stated in the ruling of the Supreme Gastronomic Court, the designation 'Valencian paella' has legal protection.
I respect your passion, colleague, but food evolves. Our proposal creates the 'mixed paella' category precisely to protect the designation.
I take this opportunity to advocate for my amendment on brown rice. Brown rice is more nutritious and its inclusion does not alter the fundamental flavor of the dish.
Brown rice in a paella? That is like putting ketchup on sushi. My protected designation amendment seeks to protect what remains of our gastronomic identity.
Mr. Speaker, I support the reform and submit my amendment on the socarrat. Burnt socarrat is not for everyone, and making paella more accessible requires flexibility in presentation.
