The Committee on Gastronomy has examined the Bill to Reform the Valencian Paella Recipe, as well as the three amendments submitted, following a hearing with experts.
1. The relaxation of the rice type requirement is reasonable from an accessibility standpoint, although bomba rice remains technically superior for this dish.
2. The creation of the 'mixed paella' category is a balanced solution that allows innovation without diluting the traditional designation.
3. The substitution of saffron with food coloring is acceptable given the prohibitive cost of real saffron for household use.
4. The relaxation of the heat source requirement (allowing gas) is necessary for the viability of the recipe in urban settings.
On the brown rice amendment: REJECTION is recommended. Brown rice fundamentally alters the texture and cooking time of the dish.
On the optional socarrat amendment: REJECTION is recommended. The socarrat is a defining element of Valencian paella.
On the protected designation amendment: APPROVAL is recommended. Protecting the designation is compatible with the reform and strengthens it.
The Committee recommends approval of the bill with the incorporation of the protected designation amendment, and refers the complete dossier to the parliamentary proceedings.
